It's a bodge!!
No-one (not even an electrician) can tell you what the blue cable is just by guessing. If you don't have the confidence/skills/equipment to do some basic tests yourself to see if/when it might be live or otherwise, then you need to bite the bullet and get an electrician in. He/she will have the skills, competence, confidence and test gear to sort this quickly but it needs hands-on I'm afraid.
Lozzy, it would help if you took time to understand how lighting circuits are wired;
