Similarly how does one acquire a legal duty of care (civil matter) over another person's belongings when the owner is effectively 'trepassing' on your property by leaving their belongings there without the property owner's consent?

The issue is whether the items have been legally abandoned. Just because you leave something on someone else's property, that does not mean you lose legal entitlement - that would not be fair nor equitable. The new property owner should act reasonably and inquire if the goods have been abandoned and wait a sufficient period by which time any reasonable person would have judged them abandoned. This does depend on the nature of the items left behind - I doubt a court is going to entertain any claims on low value or damaged goods. Conversely, if a diamond ring was found you would be expected to make strenuous efforts to reunite it with its owner and not flog it off as soon as possible.
