Re-claiming when your credit card provider has changed

Hi
My husband signed up for a credit card with Citibank about 10/11 years ago. He was at a motorway services when the person approached him to sell him the card. He says that the lady just automatically ticked the box for PPI without much discussion.
Citibank has now sold his account on to Opus and my husband has paid off the balance and actually has a credit of about £35 on the account. When Opus took over the account they did not provide him with a new credit card so the account is essentially closed.
How can he claim back the PPI if the original agreement was not with Opus. Should he write to Citibank or are they no more and Opus has taken it over? He does have the original credit agreement so does he have to obtain this first?
Many thanks for any help
Toni

Just to add...
I just spoke with him and he actually just said he does not think it was with Citibank to begin with and then they took it over and now it is with Opus. So very confusing.0 -
I'd suggest making the initial complaint to Opus, as they are the current provider of the card. If they believe the complaint should be directed elsewhere they will either pass it on, or write back and tell you to contact the other company.0
