I'm afraid you'll have to sand the floor before painting it. Sorry!

he has to sand the floor before painting the stairs? really? ;)

if the varnish on the stairs is fairly old then you should be able to get away with putting a coat of undercoat on first.

But personally I would still give them a light sand to provide a key first, then undercoat and then gloss

Yeah I had similar dark varnish on my stairs when I moved in, I did as martinthebandit suggested, a light sanding, undercoat and then gloss - they look good but they did take some doing

prime it with bin primer http://zinsseruk.com/shop/Product.aspx?cId=130&pgId=354 ,

just give a light sand down , prime with bin primer and then undercoat and gloss or 2 coats of satinwood ,

It is probably mahogany, painting it would be sacrilege!!

Why do people not appreciate the different timbers these days?

White paint will need constant maintenance, unlike varnished timber.

How long does it take to lightly sand an open staircase? Since no risers, 45 mins max, even by hand? Or 20 mins with a power sander.
Prep is more than half the work, skimp on it and the shortcuts will be apparent in the end result.
If you are going to do it, do it properly as nickj specifies. Clean and wipe down with white spirit before each coat.
