Can we make regular contributions to this account upto its £15000 limit or is it only an initial lump sum we can deposit?

You can. SteveSilva. I made £300 per month investment into NS&I to take advantages of different RPI in each month about two years ago.0

If we're talking savings certificates - both index-linked and fixed rate - they you can invest up to £15k per issue (currently 48 for IL and 97 for Fixed), so if these are closed and a new issue is opened then you can save up to another £15kLiving for tomorrow might mean that you survive the day after.
It is always different this time. The only thing that is the same is the outcome.
Portfolios are like personalities - one that is balanced is usually preferable.
