Tenants Rights

Hi, my contract of my house ran out on Dec 22nd and according to that contract I'm now on a rolling month by month contract.

The thing is everything has changed since then. My contract was £385 inc bills and now is £300+bills (but thing is, I don't have a new contract stating my reduced rent + bills). Also, my old contract stated rent plus bills, BUT, every house my letting agency have was this contract but (rent inc bills). Question is, do I need to pay bills as have no new contract? Do I pay the reduced amount or the higher amount?

Reason why I'm asking is a £400 council tax bill came through in me and my housemates names and we queried this and they said they had a letter saying we moved in in July and had to start paying since then, And according to them the dispute is between myself and the agency. Yet they just say "Oh, ignore them. They're trying it on, just write and say you had a contract with me and that you pay bills from end of year and everything will be ok"

NOW I know the council tax people wont accept that, as it's really the agency that are trying it on, but I don't know what to do. I can't move at mo as settled here, but if I did move I'd loose my deposit as the agency would keep it to pay the council tax bill that "unofficially" I don't owe, yet because council took the word of a strangers letter saying I moved in and started paying bills 5 months ago have sent a bill and a reminder!!

    go to the council and show them your tenancy agreement. if it is in the agreement that the landlord pays the bills, they will have to chase him for it - if it does not say that, then you will have to pay it. Unless you have signed a new agreement since Dec 22nd, he cannot change the terms and conditions of your tenancy - the old terms still apply.

    if the tenant has not signed a new agreement, s/he cannot be asked to accept any changes in the terms and conditions of their agreement. A signature says "i agree to these changes". no signature - no changes.
