Getting response from housing association!

Hi,
I own a terraced house and the the chimney stack needs some work to make it safe and stop rain water pouring in. The stack is shared with next door which is a housing association property so I need their cooperation to get the work done and I'm also hoping then will foot some of the bill. I contacted them around a year and a half ago and they promised to 'get back to me'. A few months later a builder rang me saying he was working on behalf of the association to tell me the stack 'looked alright' so there was clearly nothing to do. I heard nothing from the association themselves so after 12 months (yes 12 months) I rang them back. Again they said they would 'contact me' and I've heard nothing. I've been in the rented house and its clear the housing association are quite content to leave it in a pretty poor state for the tenants so I guess they dont care whether the chimney falls through my roof or not. My next step is to call my insurance company to tell them what's going on to see if they can offer any advice. The only other option is to have my half of the stack done in isolation.
Has anyone here experienced anything similar or have any advice?

Issue a formal complaint - they'll have guidelines on how to do this which will also include how they deal (time wise) with it.0
