INR - Use eBay or Paypal?

A mobile phone I ordered hasn't arrived and the seller is not responding to messages.

Should I use eBay or Paypal to open a dispute? Is there much between them?

Should I get my money back eventually using either one of them?

    PayPal is considered best for cases like this. They have a better structure and are usually quicker at coming to a decision than eBay.
    Paypal will try to refer you back to eBay, but there should be an option to continue with the PayPal case.

    However, please do give your seller enough time to respond and ensure that opening a case is the last resort. Has it gone past the delivery date on the listing?

    It depends. eBay will ask you a lot of questions about what you have managed to do before opening a dispute, but they will accept that the seller has presumably failed to respond to any messages (happened to me before Christmas). I haven't done a Paypal dispute for nearly three years but that was far more perfunctory.
