Redbridge Council PCN Code 73

I parked my car in Redbridge council car park in Mildmay Road in IG11 but when I tried to pay the money in the ticket machine it says "Machine Out of Order" but there was a sign which stated that I need to pay with my mobile if Machine is not working but I had no mobile with me at that time. I saw few more cars were parked there and they had papers mentioning that Machine out of order.

After 2 hours when I came back I got a PCN stated Contravention Code 73 " Parked without Payment of the Parking Charge". I have been given 14 days to pay or appeal.

Can anyone help me how to appeal against this PCN.
