Can a company change delivery costs from what is advertised?

I ordered and received a moisturiser from a small company online on 15 June. They advertised shipping as £7, still advertising shipping as £7 and my receipt says the same.
Today I received an email saying: 'The cost of postage will be £10 instead of £7. Is this ok?'
Do I have to pay this extra £3? I know this is not a huge sum but I would like to know where I stand with this.

Technically the price can change up until the contract is made - with online purchases this is usually when the goods are despatched. Have you actually received the moisturiser?? I think so, in which case, in the politest way possible, they can whistle for it. More here.
