Changes to rules re buying council houses?

The inlaws live in a nice little council bungalow and applied to buy it a couple of years ago. They were turned down as the council said it was 'specialist' housing for old people. Recently, a couple of people have said that there is a new ruling coming in in the new year that will allow anyone to buy their council house regardless of who or where or whatever but I'm not sure if this is correct or just rumours.
Anyone know if this is true, and if it is true, what should they do about it?

I don't know about a change in law. I know at the moment such properties are exempt from the RTB scheme - imho quite rightly.
AFAIK this is likely to remain the case, but someone else may come along who knows differently.(AKA HRH_MUngo)

Imagine someone holding forth on biology whose only knowledge of the subject is the Book of British Birds, and you have a rough idea of what it feels like to read Richard Dawkins on theology: Terry Eagleton0 -
Its not a bungalow with adaptations or anything, its just the usual layout, and other people in the same properties have been allowed to buy theirs.:hello:  please play nicely children !0
