Buying MS Vista OEM

Hi all, I am building my girlfirends sister a PC and decided to do get her Windows Media 2005 OEM with a free upgarde to vista.
I have been reading all over the web and am unsure if she will be able claim the upgrade as I am not a "system builder" even though I build systems all day long.
I don't suppose anyone can shed some light on this for me

Well if you are not the/a system builder you cannot use OEM software......:rolleyes:

What the consumer must do to claim the express upgrade:-
The consumer will be directed to contact the fulfilment vendor through the serialized coupon inside the box and request the Express Upgrade directly.
The customer payment goes directly to the fulfilment vendor, neither Microsoft, Distributor nor the reseller are involved.
The fee can be paid by cheque, credit card or debit card.
Requirements - Vista Capable
The system builder community can participate in the Express Upgrade offer without having a Windows Vista Capable PC
BUT
Only systems running Microsoft Windows XP that meet Windows Vista system requirements qualify for the Express Upgrade. Minimal requirements are the following:
A modern processor (at least 800 MHz)
512 MB of system memory
A graphics processor that is DirectX 9 capable
Not all Windows Vista features will be available for use on all PCs meeting minimum Windows Vista system requirements.
All PCs meeting minimum system requirements upgraded to
Windows Vista will be able to run the core experiences of
Windows Vista, such as innovations in organizing and finding
information, security, and reliability. Microsoft strongly
recommends that any PC that you plan upgrade to a
premium edition of Windows Vista—in other words, Windows
Vista Home Premium, Windows Vista Business Edition, or
Windows Vista Ultimate—meets the system requirements for
a Premium Ready PC
