Right to Switch

Hi, Im currently with Scottish Power and have been told that due to the big price rise I can raise a 'Right to Switch' enabling me to leave without paying any cancellation fees, as it starts within 2 or 3 weeks. Does anyone know if this is specific to Scottish Power or if its an industry wide right. Thanks.
