money taking out twice ( help)

been on holiday as a family to spain and three people out of the group have had credit card transactions out twice when using pdq machines banks have said we have to phone spain because it was a single transaction taking out twice and its at there end not the banks this has happened in 1 area who is responsible as for getting monies return HELP ?

My OH has had duplicate entries but only within the UK, normally after 10days the money is returned as the transactions have the same transaction code. If you only signed once...or pinned once this may be the case.
If not, it is fraud so your bank would need to deal with it. Who do you bank with?29th June -Beginning Credit Score 422
