    Deeds will tell you who's responsible for maintaining the boundary. They won't mention whether it's a fence or a wall and, if your fence is within the boundary, then the deeds certainly won't help, as the fence is on your property and not part of the boundary.

    If you like the look of the plain wood, and your neighbour likes the look of it painted, it seems to be the best thing is to leave it be. By the sounds of it, your dad has got the message over, so there hould be little chance of him repeating the offence, like painting the side of your car if it should be parked close to the boundary wall. ;-)

    Has he just painted one side of it or actually painted your side and is there an option to sand down the remaining timber to get back to natural wood (it'd certainly get the point across if you've already informed him it isn't his fence)
