NS&I - contact number for someone 'high up'?

I know of the main contact number for NS&I's online savings (0500 007 007) but is there a contact number for someone senior at NS&I ?

I have an ongoing (and confusing) issue with a funds transfer and the staff are obviously limited in what they are allowed to do, so am hoping to speak to someone higher up there.

Either by phone or email.
