Wall been replastered now paint flaking/bubbling

Hi guys,

Looking for some advice

We had our livingroom replastered 4 weeks ago and the walls were all coated with pva before having a skim.

All walls were then mist coasted with matt white and then 3 coats of the colour we choose on the walls.

The walls were dryed out, and was told by plasterer they are fine to paint. (around a week after) before mist coat and then dry before each coat.

But today noticed that there is small flaking/bubbling of the paint in small areas.

Included a photo

Plasterer is away till next week so want some advice is it the paint or the plaster? (paint was not cheap stuff either)

Sometimes the best plasterers do it that good that the finish is literally like glass and so require light sanding for the new paint to key to it. Was there a lot of dust on the walls perhaps?

We did sand them after the mist coat.

Its strange that its no where else. Every wall had been re plastered (room is 7mx4m) inc alcoves etc and its only on this small section of wall. We treated every other wall exactly the same too.

Just remembered this is also where he had to refill in a channel for electrical cables, but this was also on 4 other walls too and they are fine. If memory is correct he used browning or bonding coat will have to check, would this effect it? .

To be fair the plastering looked excellent.
