misleading title again ... 'summit' means a 'gathering' or exhibition to many people ... the story's not about any summit but just a new credit card.

"Summit" also means "Peak" or "Top", as in "The summit of a mountain".

It's by the by though, because I have an awesome credit rating, and just got declined for the World Cashback Mastercard and offered a £500 limit on their Classic card with a 34.9% APR instead.

I think I'll pass though, seeing as my other cards are at 11.9% and 12.9% ;)

Yes, I know. And in this instance they mean the 'top' of cashback cards but still the title is slightly wrong.

Does this mean that existing Capital One World customers are going to see their cash back rate cut?

The card currently pays 1% on purchases of any annual value.......
I've got a plan so cunning you could put a tail on it and call it a weasel.

Don't think so because I've just enquired about opening one of these for OH and I was told that if you want to open the new World MasterCard (5% for 3 months) the existing World card (1%) account would have to be closed as you can't have two accounts with them. So, hopefully, that means that the existing 1% World card will continue.
