Fast4/V21(Biscit) Dial-Up Proxy Server settings ?

Hi.
I'm having an intermittant problem with performance with Fast4 (now V21 or Biscit since mergers/takeovers) dial-up.
Looking on their website it suggests that enabling the PROXY SERVER will help.

However it does not tell you what to set it to.
Does anyone here have this enabled themselves or the information to try it ?
