Products for sealing a window

Can i use any products myself to seal the edge of a window?
Basically the double glazed window in the main bedroom at both bottom corners is extremely damp. The window faces the front of the property, i seem to think the wallpaper isn't helping as the front window is fine (lounge is painted, no wallpaper at all).
I was thinking of using caulk tape for a perfect finish. The window gets condensation on it a lot, though the past few days ive kept the top of the window opened slighty and no condensation has resulted.
Or do people think taking the wallpaper off completely around the window and painting would be better?
