Just been searching the Broag instruction booklet to see if I can find anything obvious about bypass stuff.
Well I thought I needed 11 of these for the rooms listed:
Then either the valves you showed me for the hallway and garage:
Or the bypass valve for the one in the hallway (and I imagine I need some sort of a lockshield for the other side?):

The bypass does not connect to the radiator. Connects to flow and return and that's why it's a bypass.X British Gas engineer and X BG sales adviser.

The other person said to fit TRV,s on all the rads ,this is in correct information.
My apologies I didn't realise this was a completely new system - should have read the thread properly, as heating-eng says a new system should have a room stat and a rad with lock shield valves.
In my defence my info was right for fitting boiler trvs etc to an older system. and fitting bypass
Both qoutes below from Worcester site- On new installations TRVs must be used on all radiators except the radiator where the room thermostat is sited, this must be fitted with lockshield valves and left open. All boiler replacement installations should have TRV’s fitted to radiators at least within the sleeping accommodation.
- An automatic bypass valve must be connected between the heating flow return where TRVs are used on all radiators.

You cannot fit a TRV in the same room as a room stat, the room stat would not work correctly.
If you are a gas engineers then you need to brush up a little if not let the experts repond to the questions, this will be less confusing.
