I would expect Kingston Upon Thames to have reasonably good o2 3G coverage.
I've not tried an o2 dongle but other networks have some kind of a signal strength indication.
Generally you can try that before spending any money (my dongle shows signal before you "connect").
Thinking slightly laterally, I live in a typical suburb and here I see some unlocked "BT Fon" networks.
I've never tried it, but they sell access and this might be much easier than messing around with someone elses WiFi.

I've just checker the O2 network coverage checker again and it says 'We do not recommend O2 Mobile Broadband for this postcode'.
Also looked at the BT Fon link, looks interesting, but looking at the map of available Fon points in the area, it looks like only one and that doesn't look that close either and apparently it would only be available if the person who's hub you connect to was making it available at the time, so that possibly wouldn't work either.
It was a good idea though, thanks
Note - just told a lie, there is another Fon hotspot opposite their house, but again, it seems to depend on if its being made available.0
