Most certainly. It has a Recovery Partition. Every time the laptop starts up, you are reminded to create Recovery Discs by the Toshiba Recovery Disc Creator.
So if your neighbour doesn't have any recovery discs, it's because he didn't create them.
If you need to recover any data...
Enter System Repair from the Vista Windows Recovery Environment. You 'll need a disc in that instance.
Follow these instructions in order to create one:Download and save this Vista Recovery Disc Image to a working computer.
Next, download and install ImgBurn(No need to install the Google Toolbar. Remove the relevant tick). Burn the Image to Disc. Use this guide(skip step 2b)
Boot from the newly created disc and follow the instructions.0 -
For a Toshiba, if the hard disk or boot record isn't borked, OP should be able to access factory restore from the hidden recovery partition using F12 or F8 (can't remember which). Recovery discs are only needed if either the MBR or hard disk have problems preventing access to the hidden partition. For example a clean install of a new OS would replace Toshiba's custom MBR with a standard one so the boot menu to access the restore partition would be lost, even if the restore partition is still present on the hard disk.604!0

It's F8 for the HDD Recovery method - if OP can get that far before it craps out. Instructions here:
