    Sander and vacuum should work together just fine.
    Wear some ear defenders - it is a right racket!!

    Using a vacuum with an sander would only work properly with pre punched sheets which are more expensive, and using a power tool with the vacuum pipe attached is a pain which can also have limited effect. As post #9, try meths if you have some or use a chemical stripper. Make sure the room is well vented or work outdoors, stripper fumes are not good for you.
