NatWest won't take payment on phone.

Tried to pay off my credit card bill today, it's not late, but thought I'd do it on the phone as I wanted to ask a question as well.
The natwest bloke took all relevant details and numbers and concluded the business. About 5 mins later he rang back to say natwest couldn't take payments over the phone unless it was a late payment. He said I'd have to do it over the net or at the bank.
I have paid before over the phone, so why not now ??
