Paypal fees now 3.9%

I notice on the recent policy update paypal fees are now 3.9%, up from 3.4%. Or did I miss an update somewhere ?

As far as any details I can find the top Paypal fee is still 3.4%, many people pay less than this.
If there is a link to any fee increases and dates when these will be introduced, then post here.

no change to domestic fees, only some of the international ones are changing, from September.
the link to policy update would have been emailed, and is also on the first page when you log in (on the right, to do section).

thanks for reminding me to actually read it, got the email but was too lazy...:)
