Anything to do with jobcentres is likely to be the very bottom of the market.
The jobcentre in itself has a really bad reputation with most employers, and a lot of applicants you get through them give the impression they only apply in order to keep their benefits.
As a result, the companies that do work with jobcentres are usually not the best either; they are often of the type that will take on anything with a pulse, or just go through the motions because it is beneficial for them to do so.

I have interviewed a fair few people sent from jobcentres over the years, and you would have to give an extremely good impression to get through the first round if you so much as mentioned the jobcentre.
My advice: look anywhere for a job but the jobcentre.

Actually it was an national company that i interviewed with through the jobcentre and was pretty good pay. But i do also think you are right the jobs you get through the JC are just for the chaff really.

    Was the salary a fixed basic amount, or ote/UP TO/basic + bonus/commission £xxx?

I know some national and international companies that are absolute dross.

An excellent example corroborating my advice in another post on job hunting.
    Do NOT send Cvs.
Talk to the man that does the hiring, not the assistant of an underling.

the store manager was the one who hand-picked my CV and was the one who had final say in who got the job.

Very odd. Was the HR manager just for that one store? Why did the store manager read the cv's if he has a HR manager for recruitment? Are you sure the store manager had the final say so?
