Is there a watertight cement to fix leak?

Hi folks,
I have a tiled roof on a boiler house but have a problem with a little rain water leaking in near the exhaust chimney (of the boiler) on the roof. There is some lead around the base of the tin chimney and also there is ample slope on the roof as far as I can see to let rain drain away but maybe a little build up behind chimney.
Can I get a waterproof type cement to seal the joins where the tiles meet or is it best just to use silicon?

Yes there is this putty stuff that seals leaks even high pressure leaks but i can't blimmin remember the name of the stuff!0

Maybe try flashband, such as this

available at Wilkinsons, B& Q and most good haredware stores. It's like a form of flashing, but is adhesive.0 -
I can't remember what its called either but there is a cement that sets even in water, used it to repair a sewer pipe years ago.

Cement will crack on a roof terminal like this
You need to find out if the lead slate has cracked, or if a collar is missing or defective - which are the two most common defects0
