How do you get a cat to use a cat flap?!

exactly the same advice as lazydaisy, its hilarious fun and your cats will soon understand thats their little door in and out of the house
we used to have a back door where we fitted his catflap, now were in a block of flats and he has to go out the back door, courtesy of us going down one flight of stairs to open it or out the front window, onto the front steps

I was wondering if anybody knows anything about the following:
We own the flat in which we live which is in a building with 5 other flats. The building is owned by a leaseholder.
I would like to fit a cat flap into out flat door so that when we are out work the cats can go into the hallway and then in/out of the building when people come and go (this happens at the minute but obviously they cannot get in the flat if we are out as no cat flap). The only thing is my partner suggested we may be in breach of the buildings insurance due to the main flat doors being classed as fire doors ?
Before we go ahead I would be grateful if anyone could help me out with this?
