Can a 17 year old get a maestro card?

Yep, Visa Debit can be used pretty much anywhere, just like a Visa credit card. Better acceptance than Maestro actually (marginally).
Places that don't specify they accept it as a debit card will accept it if they process it as a credit card anyway, this applies to online stores mostly.
Someone reported problems with using their card in an automated train ticket machine, I'm not sure why this is though.0
