Plaster / Paint

We had our bedroom plastered a while ago and over time large areas of what appears to be the final skim (smooth) coat has come away from base layer. I'm currently in the process of scraping away the top layer but am looking for advice on what we can do after that.

As is the way on this forum - cheap solutions are preferred!

Can we get away with sanding/painting the base layer?
If so, I'd assume we need to use at least one mist coat?
Will we/could we use one of the polycell type smoothover paints to help achieve a smooth finish?

or

Will it need a new layer of plaster?

    Small holes can be repaired with Easi-fill or similar, but yours sounds like you need a reskim. I wonder why it came away, it does not sound good. And how thick is this layer that has come away? The final layer of plaster on a wall is a few mm thick, and a reskim is similar.

    Most of the top layer has come away, it's 2mm think at most. No idea why it has come away, it looks like it never stuck properly. Was hoping to avoid having more plastering done, I'm running to a bit of deadline (and budget) with a baby on the way!

    How long ago is a while ago? That may well be key (excuse the pun). No you can't decorate the bonding plaster. If its all coming off then it'll need reskimming TBH and thats why the date of the work may be crucial to you.

    I'd be getting the plasterer back for an amicable discussion based on what you've said so far.

    It was a while ago now, years not weeks and the guy who did it now lives in Spain. One of the walls has been papered - do you think they'll be able to work around that as its still in good shape?

    Was hoping to do without the hassle tbh, shame. Is there a specific reason you can't decorate the bonding plaster?
