If I leave my pc switched off but connected to the electricity supply, it boots up fine.
However, if I switch the electricity supply off at the wall, there is about a 45 sec delay when I switch on and try to boot up my computer.
I suspect a power supply problem but am not really sure.
Any thoughts?

I'm not sure why that might happen unless when you turn off your PC you're actually putting it into standby? I wouldn't worry about it if your machine is booting up OK from cold OK.
What do you mean by 45 sec delay, that might shed some light onto the subject?
