PS3 USB "Maximum power output reached"

Had a call from my nephew. He has a problem with his playstation 3 console. When he plugs his controller into the usb port a message ''USB maximum power output reached'' or something similar to that appears on the screen. Also he find that his controller does not hold it's charge. The light on the controller flashes.

Have told him to connect his controller to a laptop and see if the controller charges.

He has told me that the controller does not hold it's charge. He bought a new controller now.

When he plugs that into the PS3 the messgae still appears.

Have two questions to ask:-

1. Is there a fault with the USB circuitery that causes the message and therefore can't be repaired?

2. Can the battery within the controller be replaced easily?
Problem with having access to internet is that i get asked by many to solve their problems :( Well at least i learn something on the way :D

    You could try the following on the PS3 -

    (from the 'home' screen) go to Settings --> System Settings --> Restore Default Settings.

    This will take a couple of minutes.

    Interestingly, some users who had this issue tried their controllers on a PC and got exactly the same message come-up, so it is a possible controller fault.
