If you read the URL I posted it clearly states the legalities of how you were caught :
- both the Blue Badge and Clock should be displayed at all times
- no charge for a maximum of 3 hours
- short stay car park
I'm sure you will get a ' rocket ' and your refund, this however may / will change after January 2012
Ah sorry I didnt explain myself very well, I havent paid the ticket yet, I meant that the decision about whether I have to pay them lies in the hands of some blke at the council

Ignorance is no defence in law. The BB rules are clear, because of local / regional variations in England Scotland & Wales its up to the individual user to understand the rules as they are applied in each area and indeed each on / off road parking situation. Case law also supports this.

I think the clock has to be displayed along with the blue badge at all times unless signs at the parking place say otherwise (not the other way round). I have a friend with a blue badge who I take shopping etc. in my car. I always ensure that he sets the clock and properly displays it before we leave the car. After all, the penalties wouldn't be sent to him. They go to the registered owner of the vehicle.0

oh i am one for forgetting. ususally parking in a disabled bay and not displaying my badge.
MS you gotta love it, makes you forget all sorts.
Appeal, explain your illness makes you forget if indeed it does.
They can check with your bb that you are the rightful owner, best of luck and don't get stressed about it.. see what they have to say0
