If you're renting move out. Don't waste months of your lives writing diaries on the off chance some bloke from the council might look at getting him evicted for you if he runs out of holiday/sick days/strike days in 12 years time.0

I will check my local authority, thanks, but as a few people have said and from asking around friends/relatives it seems it is a long drawn out process of keeping diarys for environmental health, which to be honest, is probably going to take another year before anythings done, BUT saying that, because he is special needs, there may be a loophole in which they HAVE to deal with this quicker? Worth a try...
KateLiana27 - Apart from the obvious inconvinience of finding somewhere else this place is an 'all in' fixed price (gas, electric etc) included, so finding somewhere else similar for the same money would be very very difficult. Id rather sort the problem here.
Ceridwen - thank you for your detailed reply, I think I might have confused you with my post - my landlord doesnt own the place with the nuisance neighbour he owns the place on the other side of that. Sorry if i confused you

if he is saying bad things to a 5 yr old too he needs to be were someone can look after him
why should u have to move just because no one dare say anything to him because he has learning difficulties
he needs to learmn right from wrong before he lives on his own

The neighbour should just report the verbal harrassment of the children to the police, likewise the noise issue is environmental health.
The LL isnt going to do much obviously. Personally I'd just move out when the break clause comes round. As you're renting not owning and this guy presumably isnt some local gangster I might well give him a taste of his own medicine.0 -

If OP you are renting then as others have said don't waste your life trying to remedy the situation focus on searching for a new place. if the guy has learning difficulties then you aren't going to be able presumably to reason with him the same way you may be able to with a fully-able person. AS someone suggested maybe try and find out if they have a support worker and try and contact them so this guy gets the helps he maybe requires0 -

The spelling quip was tongue in cheek due to the ridiculous nature of the post
I think its says more about some in today's society who cry "!!!!!phile!" even when they don't know full facts. Obscenities were shouted - noone suggested it was anything sexual... not saying its right but don't be so quick to jump to quite possibly false headlines.
OP has had some good info elewhere to keep diary etc and who to contact - however several people have also said as they are renting they have the option to move much easier than if they owned. Its called a practical solution rather than knowing your rights inisde out and living through more hell. Common sense doesn;t often feature in many people's vocabulary these days but really can sort many things out
Feel free to add some useful info by the way...
