Scottish Power - is it just the standing charge that is increasing?

I received an email from Scottish Power giving the new prices from August. I assumed there was an error as only the standing charge had increased. I've now seen a leaflet online and it also has the same consumption charge as present with the standing charge going up. Is this correct? This doesn't make sense though.
