0800 2941647 - Silent calls from PIPEX

Yesterday I received a call from this number, when I answered it I was met with silence. After dialling it back I heard a message urging me to call Pipex on an 0870 number - not likely! From https://www.saynoto0870.com I obtained an alternative number. There are plenty to choose from, I opted for 0161 451 1000 and pressed '3' for reception. I explained the problem, was passed to a call centre operator (Sarah) and asked how they got my number. (I am always careful to 'untick' or 'tick' the box that permits my phone number to be used for marketing calls.) They did not tell me how they got my number but assured me I would not receive any more calls.
Today, 10.20am I received a second silent call from the 0800 number. I went through the same procedure again this time stating that I am signed up for the TPS and I would report Pipex to the ICO and OfCom. This time the operator (Tracy) again assured me I would be taken off their database and would receive written confirmation.
For what it's worth, the manager who is going to action this is Zoe Gardiner, and the operations manager at Tracy's call centre is Alan Anderson.
I am aware that the way Pipex call you gets round the rules on marketing/silent calls - but in a very sneaky way. It is also the case that 'abandoned'/silent calls must account for no more than 3% of calls in any 24 hour period.
Has anyone else been pestered by this company?
