buyer slow to arrange collection and pay

I sold my son's bike on Ebay a few days ago, 1 bid at the last minute. The winning bid was an address in the Ukraine :mad:. I heard nothing for a couple of days so I contacted them to see if they realised that it was to collect, apparently they have friends over here and they were going to sort out the money, I've still not heard anything. (not sure if I want them to have it)
Its annoying but I will relist it after the weekend if I don't hear from them.
I have checked my account on Ebay and obviously I've incurred some fees from the sale, can anyone advise on how to get the final value fee back if the sale falls through?

PS should I leave negative feedback?

    All you can do is start a Non-paying buyer dispute via my ebay. And no sellers can't leave anything but positive feedback.
    Also you could try a second chance offer to the bidder below them once you have won the dispute.

    You also need to set your seller preferences so that buyers in countries you don't ship to can't bid

    i sold a caravan once to someone from lithuania and they collected within 3 days so dont give up hope just yet.
