AIUUI, you reach a stage (total spend) after which you have to be verified. Happened to me a few month back.

    Painless but annoying.
Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.

Some sellers also only send things to verified buyers to protect themselves from fraud. If its verified theres less chance the money will bounce back because of a stolen credit card etc.

The simple answer is sellers can ask what they want, but if they refuse to send an item then the buyer can chargeback and get a full refund anyway. More worryingly for the seller if they fail to ship the goods within 7 days of payment they lose all the seller protection anyway, whether or not the buyer is verified.

Another problem is, not everyone can get thier Paypal address verfied so when selling to a large chunk of the world, you have no paypal protection :(:(
