Solution to damp in house?

My parents house has damp on the outer walls (the corner of the room on the lower half) in the front room which caused the wallpapers to ease off which we have ripped off now. I think there's also some in the room upstairs but not above that room although in the bedroom it is on the side of the wall and not towards the corner. The house stands on it's own (not attached to another house).
It has been suggested for the downstairs room, to get a dehumidifier to help sort the problem.
I'm not sure that is the only solution. How do you sort out damp on the outer walls?

Find the source / cause of the damp and fix it. e.g. broken gutter, damaged roof, rotten timbers etc.

as uncle zen says , find the source , if you look on the outside walls any damp should show , probably as a green or black mould , also check down pipes aren't blocked , i've known roots of plants to find their way into the smallest of gaps into drains and then once they are in they grow like crazy ,0
