Paypal - having trouble with a refund?

I have searched paypal help pages but cannot find the answer:
A buyer paid for an item twice by mistake today - there are 2 separate transactions with separate i.d.'s - so I am trying to send one of the payments back but when I go into the 'details' bit there is no 'issue refund' option.
Why would that be?!
