Crane your neck 90 degrees anticlockwise and what does it look like.... it's supposed to look like someones face winking at you, there's a lot of different ways of doing different expressions. They're called emoticons.

I read an interesting article a while back comparing Western and Japanese emoticons... Our "smileys" tended to be on their sides and the mouth gave most clues as to the emotion being expressed; while Japanese emoticons appear vertically and tend to express emotion mainly through they eyes...
There's a few Japanese emoticons here (some of which I really wouldn't have understood without an explanation!):
