But is there not a fee for the Amex Travel Card?

If I remember it is £20 but if your "trip" is cancelled within 14 days you can have the £20 refunded as well or you can leave it on the card (leaving the card open for the next transfer.

You could always buy goods from a shop, and then have them refunded to a different credit card in your name. I've found before that, as long as you're refunding to the same card type shops aren't picky. So you could, say, buy some items on your cash-back Visa, then get them refunded to your non-cash-back Visa. Transfer the money over, then repeat the loop. Of course, this would require a fair bit of effort to get a decent return.

There are no gambling sites I am aware of which take American Express.

Unless you were able to purchase a large item of expensive furniture ot electrial item the amount you would be transfering to one card to the other would not be worth the effort.
There is also the problem of getting the store to accept the goods back and issuing a refund, there there are delivery cost for such an expensive item ,wasted journey times etc.
This is why stoozing in the regular way with 0% cards is considered the norm.
Using American Express (if you could)on a web gambling site would be classed as a cash advance and you would incur interest straight away.
