Cheque cashing delay with foreign bank?

Hi,
My father has cashed a cheque he received from the sale he made in spain. The buyers bank was ING direct in Spain and it has so far taken 8 weeks and my fathers local branch has so far not received the funds. The sale was actually split into 3 and his two friends also received cheques from the buyer and there cheques cleared several weeks ago. My fathers bank say that they contacted ING and they confirmed they had received the cheque but so far nothing else.
I have tried to contract ING in spain but they won't deal with me as I am not an account holder. HSBC my fathers bank say they are awaiting a response from ING as they have contacted them several times, they say they will wait a further 3 weeks before declaring the cheque unpaid.
Any idea's how I can chase this up further?

As it is a bit of paper you cannot do anything else.
It would seem that they have ''collected'' the cheque (rather than negotiated) so until your father's bank gets the funds they will not let him have his.
Ultimately if they declare the cheque unpaid then he will be out of pocket so I would be on the backs of the drawer of the cheque pronto!0
