I think I would follow it up with a letter to Amicus Horizon withdrawing any consent, implied or otherwise, to be included in their permit scheme at all. Tell them you do not recognise that Aspire Parking Solutions has any authority in any of the bays, including visitor bays - and that if any of your cars or those of your visitors are clamped anywhere on this site you WILL sue Amicus Horizon and the clampers, as they jointly and severally liable for this farce.
Say that the permit scheme was completely unnecessary in a secure car park and was arbitrarily forced on residents without consultation. You could add that it is, in your view, gross negligence on the part of Amicus Horizon to engage a firm who you understand from your basic research have outstanding CCJs, previous known 'form' for unreasonable clamping practices and that (as you said earlier) they are about to be 'struck off' (the AOS or what?). Say that all the information about Aspire is in the public domain and that you are horrified that Amicus Horizon has negligently allowed them - or any clamping firm - on site.

Congratulations Anamari, I am pleased for you too... it's all good us giving you advice but you were the one that finally had to go and do it. Now that you've defeated these rogues, I hope you stick around and deliver contributions to other threads and help others in similar situations: you know now for example about demands legally having to be only for actual losses (if issued by a private company), and several other things. You now have first-hand experience and others will be grateful for your help!
