granting permission for loft conversion

hello
have a request from co-freeholder to grant permission to them to covert the loft to which they have sole access
in their demise:
they own the roof (for which there is a shared repair and maintenance obligation),
there is no mention to loft/roof space,
the loft is not included in their floor plan
my flat water tank is in the loft
as they have been nightmare neighbours and have caused many issues with works in the past, i am very reluctant to grant permission
is the loft theirs to develop?

Deny them permission. Sole access does not denote ownership.0

I'd speak to a solicitor. You might be able to take financial advantage.Everything that is supposed to be in heaven is already here on earth.

If your water tank is up there you must have access rights for repairs. Either express in the lease, or implied.
If they convert what happens to your tank?
What extra value will the conversion add to the value of their property? I would consider asking for a % of that increased value.
