Paying per mile IS just going to be a way to raise more money.
But the truth hides behind the misdirection of the false reason for the introduction. Examples...
Speed (or 'safety') cameras - the only two counties in the UK to have reduced accidents are those two that do not have speed cameras. And yet the cameras offical reason in all other counties - safety.
Increased security costs at airports - new passports (seen the cost of these now!). All done in the name of security. Of course, the 'bad' guys can't buy forged passports can they!!!
So, pay-as-you-drive - the offical reason - save the planet! Nonsense - unless we want to turn the clock back 100 years (actually 100 years ago we generated more pollution!) - then charging people is NOT the answer.
The answer, as in all matters regarding the 'advancement' of mankind, is technological innovations. The answer to polluting cars/factories/power plants lies in new developments that research and development provide.
This has been proved time and time again - fire, the wheel, steam engines, electricity, telecommunications, flight, vaccines, internet etc etc - the list is - by definition of invention - endless.
I would be more open to increasing the cost of motoring IF the revenue was directed at R&D to develop a proper answer. But that is not going to happen is it.Hate and I do mean Hate my apple Mac Computer - wish I'd never bought the thing

In fact fuel tax went up 2p per litre a few weeks ago.
My point is that fuel tax is ALREADY in place - no need to put expensive boxes in cars.
So why not put 10p/20p or 50p more per litre on tax? That would stop people driving.
There is another agenda that should not be overlooked. You will be tracked everywhere. So your monthly usage bill could very easily have a fixed penatly fine for that slight over speed limit when going downhill at 3am. Great.
And the lie that these boxes will save the planet! Why? Because the whole intention is to price people off the road. Simple as that - remove cars - reduce pollution. Have you any idea how much per mile the cost will go UP when a high percentage of vehicles don't get used anymore. HM Gov't will still need the same amount of money out a smaller number of people.
So this new idea favours people with money. The city dwelling 4WD/Offroad hurrah henrys - they will pay - and can afford to pay - whatever it costs.
Whats this rubbish about foreign drivers? So they will put boxes in their vehicles will they? And how will this be policed? Vehicles checked as they come in? If so, why not just check every vehicles fuel tank as they come in - and charge them tax on the fuel they bring in. No box needed then.
You cannot just solve problems by pricing it out of reach. If that is the case then the NHS problems can be solved by charging when you have NHS treatment. Don't forget, most people pay taxes already to pay for the NHS - but hey - charge £200 a treatment - suddenly lots of people get 'well' because they don't attend treatments. Another problem 'solved'.

AMO - you seem to be fixating on vehicles coming from abroad - and it is unfair that they do not pay fuel tax.
So - because you want to tax these foreign vehicles the rest of us have to put up with black-boxes.
Why not measure tanks of foreign registered vehicles as they come in and charge tax. There is no need for tax refunds as they leave! Drive on a motorway in Switzerland for 1 junction and you have to pay the YEARLY mororway charge (which lasts for the calendar year - NOT 12 months from the day you buy it). In fact - you only have to measure the tanks of commercial vehicles - seeing that they can take many hundreds of litres. We already check them for human unauthorised cargo - simple!
VAT refunds for non-EU vistors have loads of restrictions on minimum-spend, no hotel bill/food bills etc etc. So there is NO need for fuel tax refunds.
We have a fair system now - the more you drive the more tax you pay. The more you drive in peak hours - the more you pay because your journey takes longer and therefore more fuel.
And you say that when fuel tax increases it puts businesses on the brink of bankrupty? What???? So charging per mile is going to be cheaper for companies??? Get real - I really can't see your point there - usage charges will go up. Or are you suggesting that only the private motorist is going to be nailed for usage charging??? No way!
And why is the M6 toll road unfair? If you dont use - you dont pay. How much fairer can that be.
Come on people - wake up and smell the roses! This is not about 'fair' taxation - and it is a myth that it is about saving the planet. Instead of spending the money on technology to monitor MILLIONS of vehicles with MILLIONS of Direct Debits each month - with all the inevitable computer mess ups - people NOT changing ownership when buying a vehicle etc etc - spend the money on the technology to REDUCE pollution.
Even Road Tax dodgers can not get out of paying Fuel Tax. How simple is that !!!!!!! AND you could even insist that every non-briitish vehicle that arrives HAS to pay a Vistors Road Fund Licence - valid for one calendar year. We already tax EVERY airplane journey EVERY passenger makes - so wahy not tax a foreign vehicle as it enters the country - hey it would even help with the 'green' argument by encouraging FEWER vehviles to come here.
Prolateriate coming from France - let them eat public transport!
And - if you want to catch the scum bags who go around with no insurance - that is easy also. Australia do it - the road tax includes a cost for Third Party insurance for every car - you buy Comprehensive insurance as a top up.I say barkeep -put at little more ice in there will you - theres a good chap.

...and given that Tony Blair has said we don't need to worry about giving up long-haul flights to save the environment as 'its a bit impractical', I can't really see how his government can then justify anything like this, or new taxes to stop people flying...:mad:0
