however its of little surprise when RM cut the amounts paid to PO's for pre paid mail
So they do get paid something for handling the pre-paid mail, albeit very little? I and others I know have always been led to believe they got nothing for it.

to me as the customer they should be all required to be the same anything less is just causing inconvenience to customers.

any post office that does not accept all letters should be closed down immediately as they are in the wrong business.

The postmasters are grumpy because they are treated so badly by the Post Office. Some/all part time offices get nothing for any postage as their offices are considered subsidised anyway and it's included in the subsidy. The pay for some of these offices can be wiped out completely by childcare costs - they used to ensure it was above minimum wage, but only pay for the hours of opening - not the reading up of vast volumes of ****, etc and they expect you to provide premises and electricity for nothing. They even refused to provide sellotape to secure parcels but expect them to be secured properly and they refused to provide a measuring tape (@79p) to enable me to measure parcels in line with their sized based pricing. They also refused to close my office when I volunteered in their round of closures - so I resigned. Funnily enough nobody wanted to take over the work and I'd had more than enough. Best decision I ever made! I hear things are much much worse now.

And by the way, subpostmaster's helpline is generally unhelpfull if you're lucky enough to get them to answer the phone, and Post Office tells them nothing useful like collection times. I don't know how they manage to keep going. Half the customers are in a bad mood before they arrive - it's horrible.

Paypoint needs to take on postage then they'll be far better than the PO, but pay even less - much less!
