Energy Tariff will be simpler from July 1st 2011?

I understand that the energy prices will be simplified as from July 1st to make it easier to compare is this true? I hope that includes the Social Fuel Tariffs as well. Im with scottish power social tariff and need to change to another but they are not on line and all operate differently making it almost impossible to compare! Anyone else with this problem?
