Can I act as the factor?

I need a bit of advice. I have recently moved into a Victorian Cottage Flat (basically 3 in a block flats). I own my flat and the downstairs flat is also owned. The 3rd smaller, bedsit flat is rented. The exterior stairs are in desperate need of repair and normally I would just attempt this myself however with 3 of us involved(they form part of downstairs roof) I don't think I should be paying for everything. My downstairs neighbour is happy for me to get 3 quotes and she will pay her share but the upstairs landlord has nothing to do with the flat. He's a complete nightmare :mad:. As I am doing all the running around, getting quotes and letters sent out can I charge a fee? My friend has suggested hiring a factor but I had this in an old flat and it was mad (£250 to change a lightbulb) and as there are only 3 of us I could do it but it is taking up a lot of my time and I'd like to be able to charge a reasonable £15/hour or something.

Suggestions? I don't want this to be about making money, it not. Its more about the fact that I am taking the time to do it.

I just want to know where I stand.
